Johnny has been married to Lisa his wife for 11 years,and has three children. Johnny III, 9, Joey,6, and Annie 4. Johnny was elected to a four year term in 2002, and serves as an elected offical in Bexar County on the Board of Directors of the Edwards Aquifer Authority, a state regulatory agency created by The Texas Legislature, www.edwardsaquifer.org, overseeing and managing a budget of twelve million dollars for the primary water resource in the region's jurisdiction from Uvalde, Texas to Caldwell County. Johnny also is the Executive Director of the Association of Hispanic Municipal Officials (AHMO) www.tml.org, a Texas Municipal League Affiliate. He also served as a legislative aide to the late State Representative Matt Garcia and State Representative Joe Hernandez respectively. Johnny also served as a former Councilman and Mayor of Balcones Heights, becoming the first Hispanic Mayor in the City's history. He is President and CEO of Municipal Consultants and Associates and
Investigative Consultants and Associates. A Risk Management, Casualty Loss Services Agency.He is also founder of Municipal Consultants and Associates,an economic development-public relations consulting firm. Johnny is a 2000 Texas A&M Graduate of Economic Development and former Class Officer. He is also a TCLOSE certified peace officer. Johnny attended Highlands High School from 1977 to 1980. He was a member of the junior varsity football and baseball team and also was a member of the Highlands Golf Team. Under Coach Martin, Coach Arguello and Coach Peterson. Johnny also was a CVAE student under Mr. Curtis Turner and built a special concrete ramp for the Highlands Horticulture Department. Johnny was appointed in 1980 to the Student Senate by Mr. Frank D. Clark, Principal. During the summer of 1980 Johnny was hired by the school district to work at Highlands doing odd jobs such as painting and light construction. He was responsible for painting the Highlands Dance Team and Cheerleaders Room and other facilities of the school. He also proudly designed, constructed and painted a school sign, using our school colors and owl mascot that was displayed for several years at the front of the school, near the entrance of the school gym. Unfortunately, Johnny's parents moved out of the Highlands School District in 1981 and Johnny attended his senior year at Robert E. Lee, where he became a member of the golf team and graduated in May of 1981. Johnny attended the Highlands High School 10 year reunion that was held at the Midnight Rodeo in 1991. He is proud to be a former Highlands Owl student and has many fond memories of all his friends and fun times at the One and Only Highlands High School. Go Owls!
